School Bus Safety — CBSE Government Order
Under the latest CBSE circular, all affiliated schools must deploy specific safety measures on their school buses. Non-compliance may lead to cancellation of affiliation.
- Deploy guards on every school bus.
- Fit each vehicle with closed-circuit television cameras (CCTV), GPS systems, sirens, and grilles on windows.
- One well-trained lady attendant must be present on every bus; where possible, a parent should also oversee the driver and conductor.
- Designate a transport manager inside the bus for student security.
- Drivers fined more than twice in a year for any offence may not be employed by school authorities.
- Drivers fined even once for over-speeding or rash driving cannot be hired.
- Bus drivers are restricted from interacting with students and bus staff beyond a limit.
- Each bus must carry a mobile phone for emergency use.
- Students must be asked for feedback on the transport facility, especially about the driver and conductor.
- Bus windows must have horizontal grills with mesh wire.
- Buses must be fitted with speed governors capping the top speed at 40 km/h.
Study tour guidelines
Safety on educational tours is a matter of great concern. The MHRD and State Department of Education have laid out specific guidelines that schools must follow — particularly points (v) and (vi) of the State G.O.
- Organise educational tours only through authorised travel agents.
- Follow Department of Education guidelines for any cultural or educational tour originating from the school.
- Provide complete pre-information about destinations — including risk factors — to students and parents.
- A local tour guide is mandatory at the destination.
- Review points (v) and (vi) of the State G.O. specifically before finalising any tour plan.
